Hawaii Introduces Limited Purpose Driver’s License for Undocumented Immigrants

In a move that has been met with both praise and criticism, Hawaii has become the latest state to introduce a limited purpose driver’s license for undocumented immigrants. The new law, which was signed by Governor David Ige last week, allows undocumented individuals to obtain a driver’s license for the purpose of driving to work, school, and other essential activities.

The limited purpose driver’s license is part of a broader effort by Hawaii to address the issue of undocumented immigrants driving without a license. According to the Department of Transportation, an estimated 30,000 undocumented individuals currently live in Hawaii, many of whom drive without a valid license.

Proponents of the new law argue that providing undocumented immigrants with a driver’s license will make the roads safer for everyone. “When people are forced to drive without a license, they are more likely to get into accidents and flee the scene, putting themselves and others at risk,” said State Senator J. Kalani English, who sponsored the bill. “By allowing undocumented immigrants to obtain a driver’s license, we can ensure that all drivers on the road are trained, insured, and accountable.”

Opponents of the law, however, argue that it rewards illegal behavior and undermines the rule of law. “We should not be rewarding people who are in the country illegally with the privilege of driving,” said State Representative Bob McDermott. “This sends the wrong message and only encourages more illegal immigration.”

Under the new law, undocumented immigrants will be required to provide proof of identity, residency, and insurance to obtain a limited purpose driver’s license. The license will be marked with the words “Not for Federal Identification” and will not be valid for federal purposes such as boarding a plane or entering a federal building.

In addition to providing undocumented immigrants with a way to legally drive, the limited purpose driver’s license is also expected to have economic benefits for Hawaii. A recent study by the Institute on Taxation and Economic Policy found that allowing undocumented immigrants to obtain driver’s licenses could generate an estimated $10 million in revenue for the state through license fees, registration fees, and sales tax.

The limited purpose driver’s license has also been praised by immigrant rights advocates, who say it will help undocumented individuals access basic services and participate more fully in their communities. “Being able to drive legally is a game changer for undocumented immigrants,” said Maria Elena Manalo, director of the Hawaii Coalition for Immigrant Rights. “It allows them to go to work, take their kids to school, and contribute to society without fear of being pulled over and deported.”

Despite the controversy surrounding the new law, Governor Ige remains confident that it is the right decision for Hawaii. “Providing undocumented immigrants with a pathway to obtaining a driver’s license is both a humanitarian and practical solution to a complex issue,” he said in a statement. “By ensuring that all drivers on our roads are properly trained and insured, we can make Hawaii safer for everyone.”

The limited purpose driver’s license is set to go into effect on January 1, 2023. Undocumented immigrants who wish to obtain a license will need to apply in person at a Driver Licensing Center and meet all eligibility requirements.

As Hawaii becomes the latest state to adopt a limited purpose driver’s license for undocumented immigrants, the debate over immigration policy continues to rage on.
