Texas residents seeking to obtain or renew their driver’s licenses will now be required to provide proof of residency as a new measure taking effect on October 1st. This move aims to enhance the security of driver’s licenses and prevent fraud.
The Texas Department of Public Safety (DPS) announced the new requirement, which will apply to all applicants for an original, renewal, or duplicate driver’s license or identification card. Applicants will need to show two documents proving their Texas residency, such as a utility bill, lease or mortgage agreement, or a bank statement. The documents must be dated within 90 days of the application.
DPS spokesperson, Jessica Hernandez, explained that the proof of residency requirement is part of the state’s efforts to comply with federal requirements for driver’s licenses and identification cards. The Real ID Act, passed by Congress in 2005, sets standards for states’ issuance of driver’s licenses and identification cards to enhance security measures.
“We want to ensure that only individuals who are legal residents of Texas are issued driver’s licenses. This new requirement will help us verify the residency status of applicants and prevent identity theft and fraud,” Hernandez said.

In-person appointments are also available for those who prefer to submit their documents at a DPS office.
